What's Biting in the Watersound Beach Surf Before Flounder Season Closes

The largest fish moving through the eastern 30A surf this fall are mostly ones the law says you have to release. Redfish biting around the bridges in late September were mostly too big to keep. The fish you can bring home right now are smaller and less dramatic: pompano, whiting, Spanish mackerel and flounder. Flounder harvest also has a fixed end date. Florida closes it every year from Oct. 15 through Nov. 30.

As of Oct. 4, that leaves 11 days. Here is what recent reports show and what each species is worth on a stringer this month.

Eleven days, then six weeks of catch-and-release flounder

The Florida Fish and Wildlife Conservation Commission sets the flounder rules as a 14-inch minimum and a daily bag of five per person in Gulf and Atlantic state and federal waters. The Oct. 15 through Nov. 30 closure applies every year, so it isn't a one-time local restriction. The last legal harvest day this fall is Oct. 14, and harvest opens again Dec. 1.

The fish are already showing up. A Santa Rosa Beach surf guide logged a flounder-gigging trip on Sept. 28, 2026. Half Hitch Tackle's Destin report for Oct. 3 listed flounder with redfish and trout among the bay catches. Gigs are legal gear under FWC rules, as are spears, hook and line, seines and cast nets. For harvest, FWC prohibits any multiple-hook rig used with live or dead natural bait, and it prohibits snatching. Many bottom rigs in a tackle box use more than one hook, so check yours before the next trip.

Species What late-September and early-October reports show Current FWC rule
Flounder Gigging trip near Santa Rosa Beach Sept. 28; bay catches out of Destin Oct. 3 14" minimum, 5 per person, closed Oct. 15 through Nov. 30
Redfish Big fish around bridges on outgoing tides, most over the slot 18" to 27" slot, 1 per person, 4 per vessel, open year-round
Pompano Dawn and evening surf bite on live sand fleas Check FWC before keeping
Spotted seatrout Bay catches out of Destin Oct. 3 15" to 19" slot, 3 per person, closed in February
Bluefish Fish near 10 pounds in the surf at dawn or after dark Check FWC before keeping

Why the biggest redfish of the year go back in the water

FWC's species profile explains why the reds are so large right now. Redfish leave inshore water for nearshore water when they reach about 30 inches and four years old. They spawn from roughly August through December in passes, inlets and lagoon estuaries. Fall is spawning season, and the fish arriving at inlet mouths and along the beach are adults.

In the Panhandle region, the red drum regulations allow fish from 18 to 27 inches total length, one per person per day and four per vessel. A redfish that has reached spawning size is several inches over the slot's upper limit. During the months when reds are biggest and easiest to find from the sand, most of them are legal to catch and illegal to keep.

Half Hitch Tackle's Panama City Beach report for Sept. 25 described it this way:

"There has also been some good action around the bridges for redfish, especially on an outgoing tide with live bait. Most of the redfish are over slot and are getting fat this time of year."

The beach produces them too. The same Santa Rosa Beach guide reported a large beach redfish on Sept. 20, 2026, on a trip that also brought in eight keeper pompano. On that trip, the redfish was the one to photograph and release, and the pompano were the ones that came home for dinner.

Pompano, whiting and the hours that matter

When the surf is clear, the keeper fish feed on a predictable schedule. As of Sept. 25, Half Hitch reported clean water with no widespread grass. Pompano were biting very early in the morning and again in the evening. Bluefish close to 10 pounds were coming through mostly around dawn or after dark. The Oct. 3 Destin report added whiting to the surf catch along with pompano. The Santa Rosa Beach guide logged another pompano catch on Sept. 27.

The reports name specific baits and gear:

  • Pompano: live sand fleas are Half Hitch's pick for the Panama City Beach surf. Half Hitch's Sept. 28 Destin report adds fresh shrimp and Fishbites.
  • Whiting: that same Sept. 28 Destin report calls the whiting bite consistent and recommends sand fleas, fresh shrimp and Fishbites.
  • Bluefish: cut bait or frozen or cut finger mullet.
  • Rough surf: sinkers from 4 to 6 ounces, Sputnik style, to hold bottom.
  • Where to set up: scout the beach first and find the cuts in the surf. Half Hitch says a well-placed setup during the early and late feeding windows can produce quickly.

Offshore boats are also benefiting from cooler weather. Half Hitch's Destin forecast for Sept. 28 said the king mackerel, mahi and tuna bite had improved and should continue into November. The Oct. 3 report listed king and Spanish mackerel among pier catches. Before cold weather sets in, the beach, bay and pier are all producing at once.

Lake Powell from Camp Helen State Park

To the east of Watersound Beach, across the Bay County line, Camp Helen State Park offers two kinds of water at one entrance. Florida State Parks describes Lake Powell as brackish, holding both freshwater and saltwater fish, and says anglers can cast from many points along the shore. The park also offers Gulf surf fishing. Camp Helen is open 8 a.m. to sunset every day of the year. Entry is $4 per vehicle or $2 for pedestrians and bicyclists.

The park's hours line up with part of the surf schedule. Its evening session ends at sunset, so the after-dark bluefish window is off the table there. Morning pompano depend on how early the gate opens. We found no species-specific fall 2026 report for Lake Powell itself, so expect a less predictable trip on the lake side than in the surf. Because the lake holds freshwater species too, the license question depends on what you're targeting.

Before the first cast

  1. Get the license, even though it's free. A Florida resident fishing saltwater from shore, or from a structure attached to shore, needs the no-cost resident saltwater shoreline license unless already licensed or exempt. It doesn't cover fishing from a boat or from a shore you reached by boat.
  2. Check the exemptions. FWC lists residents 65 and older, children under 16, certain residents with disabilities, and anglers fishing from a licensed pier, among others.
  3. Treat Lake Powell freshwater targets separately. The saltwater shoreline license isn't a freshwater license. Check FWC's freshwater rules before targeting freshwater species there.
  4. Use marked public accesses. Walton County's regional beach accesses, from Miramar Beach to Inlet Beach, are classified for full public use. The county separates these from owner-managed beach areas, which have posted entry rules. To reach a fishing spot off your own beach, use a marked public access rather than a private path.
  5. Bring a measuring tape. With an 18-to-27-inch redfish slot, a 15-to-19-inch trout slot and a 14-inch flounder minimum, most of this month's decisions about what to keep come down to a ruler.

Local shops can help with bait and gear. FWC's outfitter directory lists Bay Breeze Bait + Tackle at 21301 Panama City Beach Parkway, Unit B, with both freshwater and saltwater fishing among its activities. Reel30A rents surf gear and runs surf charters in South Walton and Panama City Beach. Redwater Guide Company serves Rosemary Beach, Santa Rosa Beach, Panama City Beach and the wider 30A area. Half Hitch Tackle publishes the Panama City Beach and Destin reports quoted throughout this post, and its Destin store is at 621 Harbor Blvd.

After Oct. 15

Spotted seatrout season stays open after flounder closes. On April 1, 2026, FWC replaced its old seatrout zones with nine management regions. The Panhandle season now runs March 1 through Jan. 31, with a three-fish daily bag and a 15-to-19-inch slot. Boat anglers may keep one fish over 19 inches per vessel, and shore anglers may keep one per person, counted in the bag. FWC's county guide lists trout through early winter in Bay County. That makes trout the main inshore keeper while flounder are closed. Flounder harvest reopens Dec. 1.
